The Forest Grove Public Arts Commission (PAC) was established in 2006 by City Council with the belief that the community would benefit from a group whose purpose is to foster relationships between arts organizations, individual artists and community members.
To encourage broad-based community representation and advise City Council on public policy issues affecting Forest Grove and City Council adopted Goals and Objectives.
To enhance the cultural and aesthetic quality of life in Forest Grove by serving to preserve, promote and develop public access to the arts.

The PAC is comprised of nine members and one high school or Pacific University student. Two members may reside outside city limits but must be within the Forest Grove School District. The members advocate for community art in all forms.
- Promote the arts in Forest Grove to enrich the lives of its citizen through education and demonstration. To assist with the promotion of arts events in the broader community.
- Advise the City Council and City Boards and Commissions, and City Departments regarding artistic components of all municipal government projects under consideration by the City. The PAC may also serve as a resource for artistic components for land use developments.
- Advise City Council and make recommendations regarding policies and programs that would enhance and encourage the planning, placement and maintenance of public displays of art in locations open to the public within the community.
- Pursue and consider opportunities, gifts and grants for support of arts programs and activities and the procurement of public art and to respond to offers of art donations.
By acknowledging and embracing the arts in Forest Grove, the PAC strives to honor what we treasure from our past, what we celebrate in our vibrant present and what we imagine for our future.

The City of Forest Grove Public Arts Commission has developed an Art Collection Management Policy to address issues related to the acquisition and management of art located in City buildings and belonging to the City.
In 2021, the Public Arts Commission established the City Mural Policy. Murals on public spaces will be commissioned on behalf of the City and will be known as City Murals. The City Murals will be selected, maintained and replaced through the City Mural Project.
