About Us
Forest Grove Parks and Recreation is comprised of three separate divisions: Aquatics, Parks, and Recreation. Each division contributes to the greater mission of the Parks and Recreation Department.
Each year, thousands of residents come together to enjoy the wide variety of our community amenities and activities using our beautifully maintained parks and playgrounds. Whether it's participating in our aquatics programs, attending family-friendly events, or simply exploring the natural beauty of our outdoor spaces, our parks and facilities provide something for everyone. We are committed to fostering a sense of community and promoting active, healthy lifestyles by offering accessible programs for all ages and interests.
Mission
The Forest Grove Parks and Recreation Department strives to serve and enhance the lives of all Forest Grove community members through various organized and self-directed leisure services and opportunities.
Master Plan
In the Spring of 2015, the City of Forest Grove began updating the Parks, Recreation, and Open Space Master Plan (Master Plan) to identify community priorities for enhancing, sustaining, and providing recreation opportunities for residents over the next ten years. The Plan was adopted in November 2016.
The Master Plan provides guidance for decisions regarding the acquisition, development, renovation, maintenance, and activation of parks and recreation facilities. It provides direction for updating park policies, standards, and guidelines to efficiently and wisely invest resources into community-supported projects for the park and recreation system. Recommendations and implementation strategies are based on a community outreach process that ties this plan to residents’ vision of the future, with parks and recreation services continuing to play an important role in creating a livable community.

CITY OF FOREST GROVE PARKS & RECREATION PATRON CODE OF CONDUCT POLICY
Park Rules
- Parks are open Sunrise and closed on hour after sunset.
- Smoking and tobacco use is prohibited within any designated parks: Prohibited products include any tobacco products, cigarettes, cigars, pipe tobacco, smokeless tobacco, chewing tobacco, marijuana, and electronic smoking devices (vaping).
- Bicycles and skateboards may be operated only on paved paths in Lincoln Park and Bard Park.
- Alcoholic beverages are prohibited.
- All fireworks are prohibited.
- All weapons are prohibited.
- Fires are prohibited in parks, except in barbecue stands, pits or fireplaces provided by the City.
- Pets must be on a leash at all times. Pet waste must be cleaned up by keeper/owner.
- Prohibited Sports Equipment Include: shotput, javelin, golf ball, hammer, arrow, boomerang, or other which could cause physical harm to persons or property.
- Use of any gasoline or fuel-powered model vehicles is prohibited.
- Motorized vehicles prohibited except in parking areas.
- No parking overnight.
- No Dumping.
- Dog owners MUST read and become familiar with all park rules before entering the park.
- Owners must be attentive and watch their dogs at all times. Stay near your dog(s) in case intervention is required.
- Aggressive dogs must be leashed and removed from the park.
- Waste must be picked up immediately
- Teach your dog good manners. Obedience training is necessary for well behaved dogs.
- No food or treats (for animals or humans) allowed into the off leash area.
- No dog toys allowed.
- All dogs must have proper immunizations and flea control.
- Children under the age of 12 must be supervised by an adult.
- No Running allowed (except for dogs)
- No strollers in off leash area.
- Dogs must be leashed until safely inside the area.
- All pinch, choke, and spike collars must be removed.
- Dogs in heat are not allowed at any time.
- Abandoned or unsupervised dogs will be impounded.

Programs & Classes
FGPR programs are available to people of all abilities with reasonable accommodation. Please contact our offices at least two weeks before a program or event begins, by phone or email to work with a Coordinator or Supervisor to discuss your needs.

In City Discount
Forest Grove Parks & Recreation is property tax supported, there is a discounted fee of 30% for all participants who reside within the City Limits. Out-of-City Fees or In-City Discounts are automatically applied during the registration process. Found out if you qualify for In-City.
Refund Policy
- Refunds and Credits: Cancellations made less than 72 hours in advance of the first day of a scheduled event/class will not receive a refund or user credit.
- If the purchaser fails to attend a scheduled event/class that they had registered for in advance, they will not be entitled to receive a refund or user credit.
- Cancellations made by purchaser 72 hours or more in advance of the first day of a scheduled event/class will receive a 100% user credit if the fee charged for the event/class is less than $100.
- For an event/class with a fee of more than $100, purchaser has the option of receiving a refund or user credit. Unless otherwise provided for specific events or classes, if Forest Grove Parks & Recreation cancels a scheduled event/class, the purchaser is entitles to a full refund or user credit.
- Classes may be canceled if they do not reach minimum enrollment. Should Forest Grove Parks and Recreation cancel a scheduled event/class, the purchaser is entitled to a full refund or user credit.
Transfer Policy
A transfer is defined as "taking a participants' current registration in a class, activity or shelter reservation and moving it into a different class, activity or reservation."
Transfer are not guaranteed and are subject to class and instructor availability, enrollment numbers, facility availably, etc.
Forest Grove Parks and Recreation (FGPR) reserves the right, and may give permission to the media, to photograph classes, programs, and participants at any of our facilities and properties or any sponsored activity.
Please be aware that these photos are for promotional purposes and may be used in future publications and media communications in any format. If you do not wish to be photographed, please inform staff and we will make reasonable efforts to honor your request. If you see staff taking pictures, and you do not wish to be photographed, please let us know. If you see a photo of yourself or a family member that causes you concern, please notify us. As a courtesy, we will make every reasonable effort to dispose of the image, and will not use it in future publications. However, we will not be able to retrieve, destroy or discontinue existing printed publications in which the photograph may have been included.
