The Urban Renewal Agency (URA) of Forest Grove was established in 2014 by the City Council to revitalize downtown and the Pacific/19th Avenue couplet. The Urban Renewal Plan, adopted the same year, seeks to attract private investment, create jobs, and increase property values within the urban renewal area through strategic investments.

The URA is seeking to purchase two new properties as part of its portfolio - the building located at 1911-1923 Pacific Avenue (commonly known as the former Theater Building) and a gravel lot at the corner of 19th and Main. As part of that process, the URA is conducting due diligence on each property, a process that is expected to last into May of 2025, if not later.
During this period, in preparation for potential ownership, the URA will develop a lease policy for the management of these properties. We are committed to keeping property owners and tenants informed throughout this process.
The intent of the purchases, if successful, is to renovate or redevelop the properties to increase taxable assessed value. As with any purchase, it will require further analysis and public input before any decisions are made.
