Outdoor Rentals

1. Reservation Requirements: Complete a Picnic Shelter Rental Reservation online and pay applicable fees before the reservation.
2. Time Limits: Users must adhere to the rental time on the permit. Extensions require prior written approval.
3. Facility Condition: Leave the shelter and park clean. Any damage will be billed to the renter.
4. Activity Restrictions: Only approved activities are allowed. Any changes must be pre-approved by the City.
5. Supervision: Youth under 18 must be supervised by adults at all times.
6. Alterations: No changes to picnic shelter structures (e.g., moving tables) without approval.
7. Alcohol: Alcohol is prohibited unless licensed by the Oregon Liquor Control Commission. https://www.oregon.gov/olcc/lic/pages/special-event-licensing.aspx
8. Food & Beverage Sales: Sales are prohibited without prior written approval.
9. Parking: Use designated parking only. Motorized vehicles are not allowed on turf.
10. Pets: Dogs must be on a leash at all times.
11. Signage: All signs must be approved and removed after the event.
12. Behavior: Users are responsible for guest conduct. Inappropriate behavior may lead to removal from the park. See park rules for more details 
13. Overnight Use: Overnight parking and camping are prohibited unless authorized in writing.
14. Prohibited:

• Confetti, glitter, paint, water balloons
• Bounce houses/inflatables
• Amplified music or sound
• Vending activities, including food trucks (without city approval)
• Fires outside designated areas
• Staking into the ground

• Activity Restrictions: Only approved activities are permitted. Changes must be pre-approved in writing.
• Supervision: Youth under 18 must have adult supervision at all times.
• Alterations: No changes to fields (e.g., moving bases or fences) without prior approval.
• Alcohol: Alcohol is prohibited unless licensed by the Oregon Liquor Control Commission. OLCC Licensing Info.
• Food & Beverage Sales: Sales are not allowed without prior written approval.
• Parking: Park in designated areas only. Motorized vehicles are prohibited on turf.
• Pets: Dogs must be leashed (6 ft. max).
• Signage: Signs must be pre-approved and removed after the event.
• Conduct: Unsportsmanlike behavior, including fighting, threats, or profanity, is not allowed and may result in ejection or permit revocation.
• Overnight Use: Camping and overnight parking are prohibited unless authorized in writing.
• Field Maintenance: Only City staff may perform maintenance. Minor prep (e.g., raking) is allowed with approval.
• Weather Safety: Activities must stop if thunder or lightning is observed.
• Field Conditions: City staff determine playability; damage from unauthorized use is the user’s responsibility.
• Good Neighbor Policy: Leave quietly, especially after late games, to respect nearby residents.

Prohibited:

• Subleasing fields
• Playing on wet fields
• Unauthorized admission fees (50% of revenue due to City if approved)
• Retrieving balls from private property without permission
• Confetti, glitter, or staking into turf.

• Cancellations should be made at the earliest possible date.
• The City reserves the right to reschedule or cancel reservations due to unforeseen circumstances
• Cancellations made 72 hours or more in advance of the rental:
  • 100% credit for rentals with a fee less than $100.
  • For rentals with a fee of $100 or more, the purchaser may choose between a refund or credit.
• Cancellations made less than 72 hours in advance:
  • No refund or credit will be issued.
• Failure to attend a scheduled rental:
  • No refund or credit will be issued if the purchaser does not attend.
• If Forest Grove Parks & Recreation cancels a rental:
  • The purchaser is entitled to a full refund or credit, unless otherwise stated for specific rentals.

Certain activities or events that fall outside typical park rentals require prior approval. These include, but are not limited to:

1. Amplified Sound or Live Music
   Any event involving amplified sound or live music must be approved in advance.

2. Unconventional Event Locations
   Events held in park areas not normally designated for special events require prior approval.

3. Large Group Events
   Events with 50 or more attendees in an unreserved area need to be approved.

4. Off-Hours Events
   Events held outside normal rental times or park hours must be pre-approved.

5. Public Events with Admission or Donations
   Any event open to the public with ticketed admission or requested donations must receive prior approval.

6. Alcoholic Beverages
   Alcohol consumption is prohibited unless approved by the City. A permit is required for alcohol at your event.

7. Fireworks or Open Flames
   Events involving fireworks, open flames (e.g., candlelight vigils), or any fire-related activities must be approved.

8. Non-Motorized Vehicles in Prohibited Areas
   Use of non-motorized vehicles in areas typically prohibited requires prior approval.

9. Vending Activities
   Vending activities, including food and sales, require approval before the event.

How to Request Approval

If your event involves any of the activities listed above, please contact our Administrative Specialist at 503-992-3286  or parksrecinfo@forestgrove-or.gov  for approval prior to booking your rental. We will work with you to ensure your event meets all requirements and guidelines. 

Events extending into roadways, public streets, sidewalks or does not comport with normal traffic regulations must obtain an approved Event Permit Application from the Forest Grove Police Department.
