Tourism Capital Grant Program

  1. Purpose

    The purpose of this program is to provide financial assistance for capital expenditures that directly contribute to the growth, development, and promotion of tourism with the objective of increasing overnight lodging stays within the City of Forest Grove. The purpose of the guidelines is to provide requirements for the evaluation, administration, and acceptance of Tourism related capital expenditure requests received by the City of Forest Grove.

  2. Overview

    The City of Forest Grove allocates Transit Lodging Tax (TLT) dollars toward capital projects that support the City’s goals, objectives, and values; generate additional stays in the city’s hotels and motels, and can demonstrate a clear alignment with the tourism program’s purpose and objectives.  

    The City reserves the right to decline any requests if the event does not meet the program criteria and guidelines, conflicts with the city’s goals, objectives, and values, and/or is not in alignment with the tourism program’s purpose and objectives.

    The program works as a reimbursement. Approved applicants will have six months to make the purchases and submit a request for reimbursement with copies of the receipts. 

  3. Review and Approval

    The Economic Development Office is responsible for administering the Tourism Capital Projects Program. Applicants must complete a Tourism Capital Projects Program application. City staff will prepare a memo outlining the applications and making funding recommendations for Council approval on the Consent Agenda.  

  4. Eligibility

    The Tourism Capital Project Program is open to nonprofits located in the City of Forest Grove. 

  5. Criteria
    1. The project must be used for tourism-related efforts and be open and accessible to the public.
    2. Up to $2,500 per year, per applicant.  
  6. Review Considerations
    • Must be an upgrade or purchase of a physical asset, infrastructure, facilities, or equipment that is expected to provide a long-term benefit. Improvements are typically aimed at increasing an asset’s lifespan, improving functionality, or enhancing value.
    • Requests for capital grants will be evaluated based on a set of criteria, including alignment with tourism objectives and the goals, values and objectives of the city.
