Energy Efficiency and Conservation Programs
To ensure your project qualifies, contact Michelle Stromberg at mstromberg@forestgrove-or.gov or 503-992-3253 BEFORE beginning your improvement project.
FGL&P will assist the owners of the facility to identify opportunities for energy and dollar savings. Financial incentives may be available based on the energy savings associated with the project.
For all Commercial and Industrial lighting upgrade projects you must reach out to the utility rep Michelle Stromberg until further notice.

Qualified limited or fixed income customers who need assistance paying their electric bill may apply for these funds. Eligible households may apply at City Hall located at 1924 Council Street. Call 503-992-3221 to make an appointment or for more information.
You can contribute to the Customer Assistance Program (C.A.P.E.). By contributing to this program, you are helping individuals and families in our community pay their electric bills. Please send your donations to:

Weatherization
Weatherization is a program for City of Forest Grove Light & Power customers who have electrically heated homes.
Eligibility: All Forest Grove Light and Power single and multi-family residential customers with permanently installed electric heat are eligible. The City of Forest Grove Light & Power offers cash incentives for the installation of pre-approved cost-effective energy-saving measures, as indicated in the supporting documents below. Residential energy audits are provided for customers who wish to install eligible energy-saving measures in their home. Forest Grove Light & Power will inspect and verify all installed measures after completion.
*Incentives for manufactured homes may differ from incentives for site-built homes. The incentive payment by the City of Forest Grove cannot exceed the total cost of the energy-saving measure.

Residential Energy Rebates Program
HEATING AND COOLING OFFERS
- DHP / Ducted mini split system. Must be replacing an electric forced air furnace or zonal heating. If you add a qualified unit, the rebate is $920
- Air Source Heat Pump Conversion. Must be replacing an electric forced air furnace. If you add a qualified unit, the rebate is $1,250
- Variable Speed Heat Pump Conversion. Must be replacing an electric forced air furnace. If you add a qualifying unit, the rebate is $1,560
- Variable Speed Air Source Heat Pump Upgrade. Must be upgrading your ducted heat pump, DHP, Mini Split, Zonal, Wood, Oil, Propane, Gas, or non-existing heat. If you add a qualifying unit, the rebate is $600
- Centrally Ducted Air Conditioners. Eligible if the home contains central duct work. If you add a qualifying unit, the rebate is $60
- Residential Packaged Terminal Heat Pump (PTHP's). Must be conditioned by PTAC or replacing zonal heat. If you add a qualifying unit, the rebate is $200
Eligibility: All Forest Grove Light & Power residential customers living in single-family homes, that add QUALIFYING UNITS and PROVIDE ALL REQUIRED DOCUMENTATION.

Residential Ductless Heat Pump Application
Electric Bike Incentive
Forest Grove Light & Power offers a $200 incentive for purchasing your first E-bike (electric bike), with a maximum of $500 per household, if purchasing two or more E-bikes. The incentive shall not exceed the purchase amount and all E-bikes must be submitted at the same time. This is a one-time per-household offer. Effective March 14, 2025.
E-Bike Eligibility
All of the following criteria must be met:
- Invoice or bill of sale must be paid in full.
- You must have possession of the E-bike.
- New E-bikes only (Used, resold, rebuilt, third-party owned or won as a prize e-bikes are not eligible under this program)
- Class 1, 2, and 3 rated E-bikes are eligible.
- E-bike must be intended for use by utility customers' household.
- E-bike conversion kits are excluded from this program.
- The program does not pay for shipping and handling, or accessories.
- You may only apply once per household.
Please allow 3 to 4 weeks to process your application. The City reserves the right to request additional information or documentation to process the application. This program's terms, conditions, and availability may change at any time. Incentives are issued on a first-come, first-served basis until funds are depleted. None of these monies come out of rate payor funding.

Forest Grove Light & Power offers an incentive of $500 to purchase an electric vehicle (EV) 240-volt Level 2 charger. The incentive applies to all prior and future purchases of Level 2 chargers. Effective March 14, 2025
